A common operating picture vital to maintaining domain awareness is enhanced by rich data sources available within and outside the port

Video management systems (VMS) and physical security information management systems (PSIM) often provide an aerial photo of a port as a backdrop to the display of camera locations. An integrated enterprise-wide geospatial system, however, allows security and emergency response personnel to access deeper and richer sources of information about their ports. For example, access to lease data via a digital map can help ports determine whether an emergency has occurred in or outside of the port jurisdiction. Access to engineering data can help staff respond more safely to emergencies that occur near underground utilities or other critical infrastructure. Connection to current hydrographic data makes diving operations safer. And the superimposition of vessel tracks on the fields of view of cameras aids in determining which cameras may be able to view a vessel in trouble.

Access to data, however, is only part of the story. Software tools make it possible for users to draw port security plans and incident action plans that are based on actual port data, rather than just on generic aerial photos. The Port of Stockton and the Port of Tacoma, for example, use the NSG Port Solution to create such plans and submit them to partner public safety agencies. These plans can have time frames associated with each component of a plan, which can be displayed on a web map viewer in their entirety or filtered by a specific time window.

Another popular tool is the NSG Port Solution Field Inspection and Incident Reporting Extension. This tool is designed to be used on mobile devices in the field to inventory and inspect port assets such as access control devices and cameras, and to report on maintenance issues. It can also be used to report on incidents, such as accidents, vandalism, pavement failures, or fence breaches. The tool allows users to retrieve previous inspections and reports directly in the field, to compare current and past conditions. The Port of Oakland uses this component of the NSG Port Solution to inspect and report on the status of its security devices.
